Registration in the Andalusian Tourism Register (RTA) — how to obtain the VUT/MA/XXXXX code
PublicadoTo legally operate a Tourist Use Property (VUT) in Andalusia, registration in the Andalusian Tourism Register (RTA) is mandatory. Registration is completed by submitting a responsible declaration (declaración responsable) online through the Junta de Andalucía electronic office.
Following the annulment of the national Unique Rental Register by STS 620/2026, the code VUT/MA/XXXXX is the only valid and required identifier for listing properties on platforms such as Airbnb, Booking.com and Vrbo. No additional national registration number is required.
This procedure applies to properties located in Andalusia. For Málaga city: note that an active moratorium until August 2028 prevents the registration of new VUTs. Nerja and the Axarquía have no active restrictions.
Step 1 — Verify prior requirements
Before starting the procedure, check that the property meets the following material requirements set out in Decree 28/2016 and Decree 31/2024:
- First occupation licence or valid habitability certificate
- Urban planning compatibility with the local planning rules
- Cooling (if operating in May, June, July or August)
- Heating (if operating in December, January, February or March)
- Smoke detector, fire extinguisher and first-aid kit
- Local tourist guide (digital format accepted)
- Selective waste separation facilities
- Official complaints forms displayed visibly
- For new VUTs post-3 April 2025: owners' community resolution (3/5 majority)
Step 2 — Access the electronic office
Log in to the Junta de Andalucía electronic office using your digital certificate or Cl@ve PIN. Search for the procedure "Viviendas de Uso Turístico — Declaración responsable de inicio de actividad" (Tourist Use Properties — Responsible declaration of activity start).
Step 3 — Complete the form
Enter the owner's details (name, tax ID, address), the property details (full address, cadastral reference, number of places and rooms) and declare expressly that all material requirements of the applicable regulations are met.
If the property will be managed by an operating company (property manager or management firm), identify it at this step and include its own registration code.
Step 4 — Attach the documentation
Upload the required documents in PDF format. Check that all files are legible and that the data matches the form before proceeding.
Step 5 — Submit the declaration and obtain the code
Once the responsible declaration is submitted, registration takes effect immediately. The system automatically assigns the code VUT/MA/XXXXX. Download and keep the submission receipt with the assigned number.
Step 6 — Display the code on all listings
The VUT/MA/XXXXX code must appear visibly on all listings on digital platforms (Airbnb, Booking.com, Vrbo, etc.) and in any advertising for the property. Platforms verify this code before publishing and may remove listings within 48 hours if the code is invalid.
Step 7 — Report operating periods
Every year, before 1 January, notify the Junta of the planned operating periods for the following year through the same electronic office.
Step 8 — Activate SES.HOSPEDAJES
Registration in the RTA does not replace the separate and independent obligation to report each traveller's data through SES.HOSPEDAJES within a maximum of 24 hours of check-in (Royal Decree 933/2021).
- DNI / NIE / passport of the owner or legal representative
- Digital certificate or Cl@ve for access to the Junta electronic office
- Cadastral reference of the property
- First occupation licence or valid habitability certificate (cédula de habitabilidad) — the key document; without it, registration is not possible
- Responsible declaration of urban planning compatibility (mandatory since Decree 31/2024)
- Minutes or certificate of owners' community resolution with 3/5 favourable vote — only for VUTs whose application is submitted after 3 April 2025; VUTs already registered before that date are exempt
