Since 2 December 2024, reporting each traveller's data through SES.HOSPEDAJES is mandatory for all Tourist Use Properties (VUT) in Spain, except in the Basque Country and Catalonia. It is not optional or a one-off procedure: it is a continuous obligation, for every stay, with fines of up to €30,000.
This guide explains what data to report, when, how and what mistakes to avoid.
What is SES.HOSPEDAJES
SES.HOSPEDAJES is the digital platform of the Spanish Ministry of the Interior for the mandatory reporting of traveller data by all accommodation providers with overnight stays, including VUTs.
The legal basis is Royal Decree 933/2021, of 26 October, mandatory since 2 December 2024.
Who is required to comply
All VUT owners or managers in Spain (except the Basque Country and Catalonia) are required to comply, even if they:
- Manage only one property.
- Rent on a non-professional or occasional basis.
- Already use a platform such as Airbnb or Booking — the platform's reporting to the tax authority (Form 179) does not replace SES.HOSPEDAJES.
What data must be reported
For each traveller over 14 years of age, up to 17 fields:
- Full name and surnames.
- Type of identity document (national ID, passport, NIE, etc.).
- Document number.
- Document issue date.
- Nationality.
- Date of birth.
- Sex.
- Country of residence.
- Full home address.
- Contact phone number.
- Email address.
- Check-in date.
- Number of travellers in the group.
- Family relationship between group members (where applicable).
Deadline
Data must be reported within a maximum of 24 hours of check-in. Not from booking, not from payment: from the moment the traveller enters the property.
How to access and report
There are three ways to report the data:
- Direct access to the web platform: at ses.mir.es, using a digital certificate or Cl@ve. Suitable for managers with few properties and occasional check-ins.
- Integration API: for property managers with a high volume of stays. Allows automated reporting from property management software. Requires prior technical registration with SES.HOSPEDAJES.
- Property management software with native integration: most PMS (Property Management Systems) on the market already integrate SES.HOSPEDAJES. Check with your provider whether the integration is active and correctly configured.
Data protection — what you cannot do
This point is critical and causes frequent confusion. The AEPD (Spanish Data Protection Agency), in its note of 17 June 2025, clarified that:
- It is prohibited to scan, photograph or keep a copy of travellers' identity documents in any format — paper, digital image, PDF or any other persistent storage medium.
- Reporting to SES.HOSPEDAJES is done in real time with data entered manually or via transient OCR (without saving the document image).
- The GDPR data minimisation principle prohibits retaining more information than strictly necessary to fulfil the reporting obligation.
In practical terms: enter the data, submit the report and do not keep any image or copy of the document. The submission receipt generated by SES.HOSPEDAJES can and should be kept.
Penalties for non-compliance
Fines for failing to report or reporting traveller data incorrectly range from €600 to €30,000 per infraction, depending on severity and repeat offences. Each unreported check-in is a separate infraction.
Most common mistakes
- Reporting after 24 hours: the deadline starts at the moment of check-in, not the following day.
- Not reporting children under 14: children under 14 do not require individual reporting but must be included in the total number of travellers in the group.
- Confusing with Form 179: Form 179 is submitted by platforms (Airbnb, Booking) to the tax authority with fiscal data. SES.HOSPEDAJES is submitted by the owner or manager to the Ministry of the Interior with traveller data. They are separate obligations, to separate bodies.
- Assuming the platform handles it: Airbnb and Booking do not report on behalf of the property owner to SES.HOSPEDAJES. Responsibility always lies with the VUT owner or manager.
- Not updating property management software: if you use a PMS, verify that the SES.HOSPEDAJES integration is active and tested before the next stay.
Relationship with the VUT code and RTA registration
SES.HOSPEDAJES and the Andalusian Tourism Register (RTA) are two independent and cumulative obligations. Holding the VUT/MA/XXXXX code does not exempt you from reporting to SES.HOSPEDAJES, and vice versa. Both are mandatory.
