• Decree 28/2016, of 2 February — VUT regime, amended by Decree-law 7/2024 and Decree 31/2024.
• Decree 31/2024, of 29 January — VUT amendments (name change, Empresa Explotadora, community approval).
• Decree-law 1/2025, of 24 February — urgent urban planning coordination measures.

What would have changed had the bill been approved

For historical reference, the text provided — as proposals, not as rules in force:

• Strengthened penalty framework: very serious infractions for clandestine VUT operation between €100,001 and €600,000 (art. 92 of the draft).
• Regulatory simplification: reduction from 17 to 6 implementing decrees.
• Strengthened co-governance between the Junta and local councils on tourism planning.
• Retention of the Andalusian Tourism Register as the enabling instrument for VUTs (art. 58 of the draft).

None of these provisions has legal effect given that the bill lapsed before final approval.
